The Core of the Financial Sector Modernization Program
The working groups are the “brain” of the Convergence Albanian Financial Sector Modernization Program. They mobilize the best expertise available in Albania, be it from the financial authorities, the banking community or from other organizations.
Proportionate Representation
In order to ensure a fair and proportionate representation of all the banks, SPI Secretariat has proposed for all the banks to be involved in the first six projects. In designing the PWG’s composition, SPI Secretariat has followed the EU DGMarkt recommendation to ensure that all categories of Banks (small, medium, and large) are duly represented. The principle is to build a balanced Project Working Groups’ composition. AAB has closely reviewed the Project Group Composition in the light of the banks’ capabilities and expertise to be used in each project.
Broad Reliable Expertise
When properly supported and directed, the working groups have an extraordinary capacity quickly to identify workable solutions, from both the public and private perspective. They also have the collective expertise to prepare background documents that the authorities use as an input in their own official decision-making process, thus making optimal use of Albania’s professional resources.
Large Institutional and Expert Mobilization
A total of about 90 professionals have been gathered for the first 4 projects. The technical anchors for the first 3 projects belong to institutions such as EURALIUS, World Bank, Italian Banking Association. Other institutions that have joined the SPI Albania Community: AMF, Ministry of Justice, Ministry of Finance, National Accounting Council, PriceWaterhouse Coopers, KPMG, Deloitte, Ernest & Young, IFC.
